By default, customers can enter voucher codes as soon as they click on Edit cart during the checkout process. If customers should also be able to enter a voucher code before completing the order when they click directly on Proceed to checkout, this must be explicitly selected in the Shopware basic settings.
To do this, go to Settings → Basic settings → Storefront → Checkout and enable the option Show additional options.
