Yes, there is a corresponding option available for this in the Plugin Configuration. Using the permission management in the backend, you can set certain users so that they can no longer change this option. To do this, completely remove the config and pluginmanager resources from the user role. Please note that the user in question will then also no longer be able to open the Plugin Manager or change the configurations of other plugins in your shop.
