If not every user should have access to all plugins, you can define this in the Shopware permission management. To do so, open the permission management in the backend under Settings → User Management → Edit Roles & Privileges. Then select the corresponding user group in the Role field and check the box in the read column for the relevant resource. If no checkmark is set, the corresponding menu will not be visible to this user group. For the local_admins user group, all checkmarks are set by default.
